What Are ATA and CPD Carnets and Which One Do You Need?

ATA and CPD Carnets are both used for temporary international movement, but they are not used for the same thing. In this guide, we explain the difference between ATA and CPD Carnets, when each one may apply, and what to check before you travel.

Why Are ATA and CPD Carnets Often Confused?

ATA and CPD Carnets are often mentioned together because they both help with temporary movement across borders.

They can also both be described as a type of 'passport'. An ATA Carnet is often thought of as a passport for goods, while a CPD Carnet, also known as a Carnet de Passages en Douane, is often thought of as a passport for a vehicle.

That similarity can make things confusing, especially if you are planning a journey involving equipment, vehicles, or both. However, the difference is usually quite simple.

An ATA Carnet is generally used for goods. This can include professional equipment, commercial samples, exhibition materials, tools, instruments, or an event kit.

A CPD Carnet is generally used for vehicles. This can include cars, motorbikes, motorhomes, campervans, or expedition vehicles entering certain countries temporarily.

The most important question is not just 'do I need a carnet?' It is 'what am I moving, and which customs document applies?'

ATA Carnets: For Temporary Goods Movements

n ATA Carnet is designed for eligible goods that are leaving the UK temporarily and returning afterwards.

It is commonly used by businesses and individuals travelling with professional equipment, samples, or event materials that need to cross international borders without being treated as a permanent import.

This can include:

  • Film, TV, and photography equipment

  • Musical instruments and touring equipment

  • Exhibition stands and trade show goods

  • Commercial samples

  • Professional tools and technical equipment

  • Sports and motorsport equipment

  • Artwork, prototypes, and display items

  • Demonstration equipment

For more details on what can usually be included, see our guide to acceptable Carnet goods.

Examples:

A production company taking cameras and lighting equipment overseas for a shoot may need an ATA Carnet. A business taking product samples to an international exhibition may also need one. The same can apply to musicians, engineers, sports teams, event organisers, and companies sending demonstration equipment abroad.

The goods usually need to return in the same condition. That means an ATA Carnet is not normally suitable for items that will be sold, gifted, consumed, repaired, processed, altered, or left overseas.

This is why the goods list matters. Customs authorities may need to check descriptions, quantities, values, and serial numbers to confirm that the same items leave and return. If the list is vague or incomplete, the process can become more complicated.

CPD Carnets: For Temporary Vehicle Movements

A CPD Carnet is different because it relates to vehicles rather than general goods.

CPD stands for Carnet de Passages en Douane. It is used in some countries as a customs document for temporarily importing a vehicle. It helps show that the vehicle is entering for a limited period and should be taken out of the country again.

CPD Carnets are most commonly associated with:

  • Cars

  • Motorbikes

  • Motorhomes

  • Campervans

  • Expedition vehicles

  • Certain commercial vehicles

  • Specialist event or support vehicles (note: specialist or modified broadcast vehicles can normally go on an ATA Carnet. Speak to a member of our team if you are unsure).

A CPD Carnet may be relevant for overland travel, international touring, motorsport, expeditions, commercial journeys, or events where a vehicle needs to cross borders temporarily.

The rules are not the same in every country. Some destinations may require a CPD Carnet, some may accept other documentation, and others may not use the CPD system in the same way. Requirements can also depend on the vehicle type, registration, route, and length of stay.

Before travelling with goods or equipment, it is important to check the requirements for your destination. You can also view the ATA Carnet countries currently covered by the carnet system.

ATA Carnet vs Carnet de Passages: The Practical Difference

When comparing an ATA Carnet vs Carnet de Passages, the main difference is what the document is attached to.

An ATA Carnet is attached to goods. A Carnet de Passages is attached to a vehicle.

Question

Are you taking professional equipment samples, exhibition goods, or tools overseas temporarily?

Are you taking a road-registered vehicle into a country that requires vehicle customs documentation?

Are you taking both a vehicle and separate goods or equipment?

Are the goods being sold, consumed, repaired, or left overseas?

Is the vehicle travelling through several countries?

Document to check

ATA Carnet

CPD Carnet

You may need to consider both routes separately

A different customs process may be needed

CPD requirements and transit rules should be checked carefully

The difference may seem straightforward, but some journeys are more complicated than others.

For example, a motorsport team may travel with a vehicle, tools, spare kit, display stands, and branded event materials. The vehicle itself may need one customs route, while the equipment and event materials may need another.

The same can apply to film crews, touring teams, event companies, and overland travellers carrying specialist equipment. The vehicle and the goods inside it are not always treated as one single customs movement.

Examples:

A film crew may move cameras, lighting, props and production equipment in vehicles, while a motorsport team may have a race vehicle as well as tools, equipment and display materials. A standard road-legal support vehicle travelling into the EU may not need to be listed on the ATA Carnet, but a specialist or modified vehicle, such as a broadcast vehicle, may need to be considered differently. Non-road-legal race cars can also require an ATA Carnet.

In these situations, the vehicle may need to be checked against CPD requirements, while the equipment may need to be checked against ATA Carnet rules.

There may also be extra considerations if items are being fitted, used as replacement parts, handed out, sold, or left overseas. These items may not be suitable for a standard ATA Carnet movement.

The safest approach is to map out the journey before applying for anything. What is travelling? Who owns it? Where is it going? How long will it stay there? Will it return unchanged? These details can all affect which customs route is suitable.

Check the Right Carnet Before You Travel

Carnet issues are much easier to solve before goods or vehicles leave the UK.

Once travel is booked, freight is arranged, or equipment is already at the border, there is often less room to fix mistakes. Missing information, unclear goods lists, or the wrong customs route can lead to delays, extra costs, and unnecessary stress.

Before travelling, it is worth checking the key details for your journey. Our Carnet application checklist can help you gather the information needed before applying.

  • Whether the movement is goods-led, vehicle-led, or both

  • Whether the destination accepts or requires the relevant carnet

  • Whether transit countries affect the journey

  • Whether goods are suitable for temporary admission

  • Whether anything will be sold, consumed, altered, or left overseas

  • Whether values, descriptions, and serial numbers are ready

  • Whether urgent support is needed before travel

This is especially important for time-sensitive projects, including exhibitions, shoots, performances, races, installations, and commercial demonstrations.

Fantastic company to deal with! Very helpful and extra speedy service. Special thank you to Perm who was super informative! Will be using again for future ATA’s

  • Juliet Carr

An absolutely perfect service and documentation from Carnet Wizard - they delivered my Carnet for some very complicated items that we were transporting through Europe to Switzerland and I think If we didn't have the docs from them, our goods would never have made it to the destination. We felt confident at each stop at customs/ Douane ( of which we had 8) and because everything was in order I believe we were treated with more respect by the authorities. CW always responded back to emails immediately and were polite and super efficient. Carnet Wizard also let us use the Carnet for another trip abroad with the same items in our van. I would highly recommend their services.

  • Dan Twine

I could not recommend Perm at Carnet Wizard enough, he was brilliant from start to finish through my carnet experience. He even assisted in changing some of the kit the day before the shoot due to some items being stolen and replaced. He is so knowledgeable on the carnet process and I wouldn't go anywhere else when using carnets in the future. Would recommend 100%.

  • Joanne Hildred

Really quick and easy, very helpful, would highly recommend if you also need a carnet at very short notice. Lovely stuff
