Did You Need a Carnet Before Brexit?

For most temporary goods movements between the UK and EU, businesses did not usually need an ATA Carnet before Brexit.

That is because the UK was part of the EU customs framework, so taking goods to countries such as France, Spain, Germany or Italy was generally much simpler. If you were travelling with tools, samples, exhibition goods or professional equipment, the process was not usually treated in the same way as moving goods outside the EU.

ATA Carnets still existed before Brexit, but UK businesses mainly used them for non-EU destinations that accepted the carnet system, such as the USA, Switzerland, Australia and Canada. Brexit did not create the ATA Carnet system. It simply made carnets more relevant for European travel.

What Changed After Brexit?

The biggest practical change is that goods travelling temporarily from Great Britain to the EU now need to be treated as a customs movement.

If you are taking goods from England, Scotland or Wales into the EU, you need to think about how those goods will be declared, how you will avoid unnecessary duty or tax, and how you will prove that the goods are returning to the UK.

An ATA Carnet can make this process smoother because it works like a passport for goods. It allows eligible goods to be temporarily imported into carnet-accepting countries without paying import duty or tax, as long as the goods are re-exported correctly.

In simple terms:

Before Brexit:

  • UK to EU temporary goods movements were generally simpler

  • Many EU trips did not need an ATA Carnet

  • Carnets were mainly considered for non-EU destinations

  • Less paperwork was needed for EU travel

After Brexit

  • Great Britain to EU movements now involve customs processes

  • ATA Carnets are now commonly used for temporary EU trips

  • Carnets are now relevant for EU and non-EU destinations

Do I Need an ATA Carnet to Take Goods to Europe After Brexit?

You may need an ATA Carnet if you are temporarily taking eligible goods from Great Britain into an EU country and bringing those same goods back again.

This commonly applies to:

  • Film, TV, and photography equipment

  • Musical instruments and touring equipment

  • Exhibition stands and trade show goods

  • Commercial samples

  • Sports or motorsport equipment

  • Professional tools and technical equipment

  • Artwork or display items

The key point is that the goods must be travelling temporarily. An ATA Carnet is not suitable for goods that will be sold, consumed, repaired, processed, altered or left overseas.

For example, a production company taking camera equipment to France for a shoot may be able to use an ATA Carnet. A jewellery brand taking samples to an Italian trade show may also be able to use one. A business taking stock to sell at an event would usually need a different customs route.

Is an ATA Carnet Mandatory After Brexit?

Not always.

Brexit made customs planning more important, but it did not make ATA Carnets compulsory for every temporary movement. Depending on your goods, route and reason for travel, other customs options may be available.

These can include Temporary Admission, Returned Goods Relief, Duplicate List procedures or standard customs declarations. The right option depends on what you are taking, where it is going, and what will happen to the goods while they are overseas.

That said, an ATA Carnet is often the most straightforward and widely recognised option for temporary international movements. It can be especially useful when goods are valuable, when a journey involves multiple borders, or when the goods are needed for a time-sensitive project.

How Does an ATA Carnet Work for EU Travel?

The exact process depends on your route, goods and destination, but the basic steps are usually:

  1. Prepare a detailed list of the goods you are taking.

  2. Include clear descriptions, values, quantities and serial numbers where relevant.

  3. Apply for the ATA Carnet before the goods leave the UK.

  4. Present the carnet when leaving the UK.

  5. Present it again when entering the EU.

  6. Get it stamped when leaving the EU.

  7. Use it again when returning to the UK.

These stamps matter. If the carnet is not used correctly at each stage, customs authorities may question whether the goods were exported or re-imported properly. That can lead to delays, claims or extra costs, even when the goods have returned.

What Goods Can Travel on an ATA Carnet?

ATA Carnets are generally used for three main types of goods.

Commercial samples are goods taken overseas to show to potential buyers, clients or partners. They should not be sold while abroad.

Professional equipment can include tools, cameras, audio equipment, filming equipment, instruments, sports equipment and other items needed to carry out work temporarily overseas.

Exhibition and trade fair goods can include display materials, stands, demonstration equipment, prototypes and other items used at events, shows, conferences or exhibitions.

The goods must usually return in the same condition. If they are sold, given away, used up or modified overseas, the carnet may no longer be valid for that movement and duty, tax or penalties could apply.

What Are the Most Common Brexit Carnet Mistakes?

Most problems happen when businesses assume EU travel is still as simple as it was before Brexit.

Common mistakes include:

  • Leaving the carnet application too late

  • Forgetting to include all items on the goods list

  • Using vague product descriptions

  • Missing serial numbers for equipment

  • Not checking whether the destination accepts carnets for that type of goods

  • Failing to get the carnet stamped at the right points

  • Trying to sell goods listed on the carnet

  • Assuming Northern Ireland and Great Britain follow exactly the same process

These issues can be stressful, particularly when goods are needed for an event, shoot, exhibition, job or performance. The safest approach is to check the requirements before you travel, rather than trying to fix the problem at the border.

What About Northern Ireland and the EU?

Northern Ireland can be different from Great Britain, so it is important not to apply one rule to every UK journey.

Goods moving from Great Britain to the EU, Great Britain to Northern Ireland, or Northern Ireland to other destinations may be treated differently depending on the route and circumstances.

If your business is based in Northern Ireland, or your goods are travelling through Northern Ireland, it is worth checking the correct process before arranging your carnet. The right route may depend on where the goods are located, who owns them, where they are going and whether they are returning.

Are Digital ATA Carnets Changing the Process?

Digital carnet processes are developing, and they are expected to make parts of the system easier over time. However, businesses should not assume that every border, customs authority or destination will move at the same pace.

For now, the safest approach is to check the current requirements before travel and make sure your carnet is prepared in the format accepted for your route.

Even as digital carnet systems develop, the same basic principle remains: the goods must be clearly listed, temporarily exported, correctly admitted overseas and properly returned.
